OWNER: Joyce Riba retired as a Lieutenant with the Fresno Police Department after 30 years of service. In 2005 she received the "Outstanding Achievement Award" for her dedication to service while supervising the Property and Evidence Control Section.
Serving as the Vice President and assistant instructor for the International Association for Property and Evidence, she is dedicated to raising the level of standards for all law enforcement property and evidence units.
